The New Jersey Environmental Infrastructure Financing Program is a revolving loan program governed by the New Jersey Department of Environmental Protection – and the New Jersey Environmental Infrastructure Trust, an independent state financing authority. The Financing Program provides loans to local government units for the construction of wastewater treatment facilities, sludge management systems for wastewater and water treatment systems, combined sewer overflow reduction, storm water, and other nonpoint source management projects. Transmission and distribution systems, storage facilities, and source development. Since the approval of the loan program, more than $1.5 billion in state and federal funds have been awarded.
The Financing Program provides zero percent interest rate loans to local government units from the Department for up to half the allowable project costs, and a market rate loan from the Trust for the remaining allowable costs. The Department traditionally provides loans at 0% interest for approximately 20 years for up to onehalf the allowable project costs. The Trust offers loans at about the market rate or less for the remaining allowable project costs, also for a 20year term. Between these two funding sources, the rate on the loans is essentially half the market rate. Approximately $100 million$200 million is available per year.
